USDA Finalizes New Microloan Program ? Start Farming ? Penn ...
WASHINGTON, Jan. 15, 2013 ? Agriculture Secretary Tom Vilsack today announced a new microloan program from the U.S. Department of Agriculture (USDA) designed to help small and family operations, beginning and socially disadvantaged farmers secure loans under $35,000. The new microloan program is aimed at bolstering the progress of producers through their start-up years by providing needed resources and helping to increase equity so that farmers may eventually graduate to commercial credit and expand their operations. The microloan program will also provide a less burdensome, more simplified application process in comparison to traditional farm loans.?
?I have met several small and beginning farmers, returning veterans and disadvantaged producers interested in careers in farming who too often must rely on credit cards or personal loans with high interest rates to finance their start-up operations,? said Vilsack.?By further expanding access to credit to those just starting to put down roots in farming, USDA continues to help grow a new generation of farmers, while ensuring the strength of an American agriculture sector that drives our economy, creates jobs, and provides the most secure and affordable food supply in the world.?
The new microloans, said Vilsack, represent how USDA continues to make year-over-year gains in expanding credit opportunities for minority, socially-disadvantaged and young and beginning farmers and ranchers across the United States. The final rule establishing the microloan program will be published in the Jan. 17 issue of the Federal Register.
Administered through USDA?s Farm Service Agency (FSA) Operating Loan Program, the new microloan program offers credit options and solutions to a variety of producers. FSA has a long history of providing agricultural credit to the nation?s farmers and ranchers through its Operating Loan Program. In assessing its programs, FSA evaluated the needs of smaller farm operations and any unintended barriers to obtaining financing. For beginning farmers and ranchers, for instance, the new microloan program offers a simplified loan application process. In addition, for those who want to grow niche crops to sell directly to ethnic markets and farmers markets, the microloan program offers a path to obtain financing. For past FSA Rural Youth Loan recipients, the microloan program provides a bridge to successfully transition to larger-scale operations.
Since 2009, USDA has made a record amount of farm loans through FSA?more than 128,000 loans totaling nearly $18 billion. USDA has increased the number of loans to beginning farmers and ranchers from 11,000 loans in 2008 to 15,000 loans in 2011. More than 40 percent of USDA?s farm loans now go to beginning farmers. In addition, USDA has increased its lending to socially-disadvantaged producers by nearly 50 percent since 2008.
Producers can apply for a maximum of $35,000 to pay for initial start-up expenses such as hoop houses to extend the growing season, essential tools, irrigation, delivery vehicles, and annual expenses such as seed, fertilizer, utilities, land rents, marketing, and distribution expenses. As their financing needs increase, applicants can apply for an operating loan up to the maximum amount of $300,000 or obtain financing from a commercial lender under FSA?s Guaranteed Loan Program.
USDA farm loans can be used to purchase land, livestock, equipment, feed, seed, and supplies, or be to construct buildings or make farm improvements. Small farmers often rely on credit cards or personal loans, which carry high interest rates and have less flexible payment schedules, to finance their operations. Expanding access to credit, USDA?s microloan will provide a simple and flexible loan process for small operations.?
Producers interested in applying for a microloan may contact their local Farm Service Agency office.?

Egypt prosecutors investigate popular TV comedian
CAIRO (AP) ? Egyptian prosecutors launched an investigation on Tuesday against a popular television satirist for allegedly insulting the president in the latest case raised by Islamist lawyers against outspoken media personalities.
Lawyer Ramadan Abdel-Hamid al-Oqsori charged that TV host Bassem Youssef insulted President Mohammed Morsi by putting the Islamist leader's image on a pillow and parodying his speeches.
The case against Youssef comes as opposition media and independent journalists are growing increasingly worried about press freedoms under a new constitution widely supported by Morsi and his Islamist allies.
Other cases have been brought against media personalities who have criticized the president. Some of the cases have ended with charges being dropped. Morsi's office maintains that the president has nothing to do with legal procedures against media critics.
On Tuesday, the independent daily Al-Masry Al-Youm, one of Egypt's most widely circulated newspapers, said Morsi's office filed a complaint accusing it of "circulating false news likely to disturb public peace and public security and affect the administration."
The paper had published a report earlier this week attributed to sources saying that Morsi was due to visit the hospital where ousted President Hosni Mubarak is receiving treatment after being injured in his prison cell. Mubarak is serving a life sentence for failing to stop the killing of nearly 900 protesters during the uprising against him.
A visit by Morsi would have enflamed public anger. The paper later updated the story to say that Morsi's wife had only visited a relative in that hospital.
The paper said a reporter and an editor were summoned for interrogation.
A local committee of journalists and editors has called for stronger guarantees of press freedoms and a rejection of the current constitution, fearing it allows for jailing journalists under broadly-worded articles regarding media offenses.
Authorities ordered the closure of TV station "Al-Fareen" last summer after bringing its owner, Tawfiq Okasha, to trial for scathing attacks against Morsi and his Brotherhood group. Okasha had emerged as one of the most popular TV personalities of post-Mubarak Egypt by railing against the uprising that toppled Mubarak's 29-year rule in February 2011.
Another prominent case was directed at the editor of a prominent opposition newspaper, al-Dustour, who has since stepped down. He went on trial briefly for "spreading lies" and fabricating news.
Youssef, a doctor, catapulted to fame when his video blogs mocking politics received hundreds of thousands of hits shortly after the 2011 uprising that toppled longtime leader Mubarak.
Youssef's program is modeled after Jon Stewart's "The Daily Show," where he has appeared as a guest.
Unlike other local TV presenters, Youssef uses satire to mock fiery comments made by ultraconservative clerics and politicians, garnering him a legion of fans among the country's revolutionaries and liberals.
Among his most popular clips are the ones where he pokes fun at the president's speeches and decisions.
While holding a red, furry pillow with Morsi's picture on it, Youssef satirizes Morsi's style of speech.
"He tells us things we never knew," he says, before wordy clips of Morsi going into detail about the day of the week and other basic facts.
"It's October 6! Tell us when it's Christmas!" Youssef shouts to the camera as the audience erupts in laughter and applause.
Youssef, 38, is one of Egypt's most popular TV presenters with 1.4 million fans on Facebook and nearly 850,000 followers on Twitter, just shy of the president's number of followers.
Also Tuesday, police said they arrested a suspect in a shooting that seriously wounded a protester in Cairo's central Tahrir Square, where an open-ended sit-in protesting the Morsi regime is taking place.
According to witnesses, before dawn on Monday, gunmen shot and wounded 19-year-old Muhanad Samir, who has said he was jailed and tortured under Egypt's former ruling military council after he witnessed the killing of another activist. Lawyers say the attacked appeared to target Samir, who is battling for his life with pellets embedded in his head.
Security officials dismiss allegations Samir was the victim of a political assassination. On Tuesday, they said they arrested the owner of a cafe in downtown Cairo who told police that he fired on the square after people manning makeshift checkpoints there searched his car and shot at him. The officials spoke anonymously in line with regulations.

Pardon for pope's butler who stole papers expected
VATICAN CITY (AP) ? The Vatican has summoned journalists for a briefing on what Italian news reports say is an expected pardon for Pope Benedict XVI'S former butler, who stole the pontiff's personal papers and leaked them in a bid to expose the "evil and corruption" in the Catholic Church.
Paolo Gabriele was arrested May 23 after Vatican police found heaps of papal documents in his Vatican City apartment. He was convicted of aggravated theft by a Vatican tribunal on Oct. 6 and has been serving his 18-month sentence in the Vatican police barracks.
The Vatican has made no secret that the pope would pardon Gabriele. The only question was when. A pre-Christmas pardon was widely expected.
Veteran Vatican journalists reported the announcement would come Saturday, and the Vatican press office scheduled a last-minute briefing.

Leading Pediatricians' Group Recommends Parents Reduce Pesticides at Home
Children are particularly vulnerable to the potentially toxic effects of pesticides, and steps should be taken to limit kids' exposure to these chemicals as much as possible, pediatricians say.
Kids are exposed to pesticides everyday through the air, dust and soil, and their food, according to the American Academy of Pediatrics, which published a report today (Nov. 26) about the topic.
Exposure to high doses of pesticides, which can occur if a child unintentionally ingests a product such as weed or insect killer, is known to cause serious problems, including vomiting, breathing problems, seizures and even death. [See Is Pesticide Spraying Safe?]
But there's also emerging evidence that long-term exposure to lower doses of pesticides can harm children, the AAP says. Studies have linked exposure to pesticides while in the womb with an increased risk of cancers in children, including brain cancer and leukemia. Parents in these studies, were exposed to pesticides either at their work, or while using pesticides around the house.
Other studies have linked prenatal exposure chemicals called organophosphates with lower IQ scores in children.
Parents can reduce pesticide exposure by aiming to control pests in homes and gardens in the least toxic ways, the AAP says. For instance, to control cockroaches, families can keep garbage in containers with lids, eliminate plumbing leaks and use the least toxic insecticides, such as boric acid, in cracks and crevices, the report says.
Families should avoid using lawn products that combine pesticides and fertilizers because use of these products tends to result in over-application of pesticides, the AAP said.
Eating organic foods may also help lower pesticide exposure. In one small study, children had lower levels of pesticides in their urine when they switched from a conventional diet to one with mostly organic foods. However, in a report published last month, the AAP noted it's not clear whether the lower levels of pesticides found in organic foods would make a difference in terms of health over a lifetime.
Washing produce and removing peels may also reduce pesticide exposure, the AAP said.
Pediatricians should ask parents about pesticide use in the home, and recommend minimal-risk products and safe storage practices (such as storing pesticides in a locked cabinet or building), the AAP said.
Government regulators should take steps to increase economic incentives for farmers who use less toxic pesticides, and support research to better understand the health risks of pesticides, the AAP said.
